Changing all of the values in Tools - Options - Writer - Compatibility does not
resolve the problem.

This is an issue introduced in latest versions of LO, so I don't think it is an
anomaly in the source file - it seems more like a regression.

I found the settings.xml file within the .odt, but how should I know if
something there is relevant? I have no idea what the values there mean.
