Thanks for that explanation, it clears up some matters with LO installation and
Windows. 
Using 7z as viewer, it appears that 192 font files are supplied, so 18 of them
may not be removed and replaced, and registry shows that LO registers only 20
of the font files installed, so presumably the 18 not reinstalled are among
these:

and that your comments about ref counts are mainly correct, although 3 of the
fonts appear to already have a ref count. 
That lack of registration and ref counts may also imply that the other 172
fonts may not be essential, perhaps included as template package dependencies,
in which case it would be more sociable to not install them if already
installed.
