Shape moves of page after change of anchor position

Steps to Reproduce:
1. Open the attached file
2. Select the blue shape
3. Drag the anchor to column with d in it


Actual Results:
Image of page

Expected Results:
Blocked by page border (or image should retain the original position; not being
affect by anchor position


Reproducible: Always
