When I insert a field of type "Time" it always shows the time in UTC, no matter
which time zone is chosen on the system.

My environment:
* Collabora Online Development edition (LOOLWSD: 4.6.2, LOKit: 6.2-21) on
Debian 9.
* Frontend: Nextcloud 19.0.2 with Collabora Online V3.7.3.
