System Information.

There is no smooth scrolling in Writer even if it is enabled in Tools - Options
- LibreOffice Writer - View.  I have tried every combination of the toggles
under Tools - Options - LibreOffice - View, and tested using both Intel UHD and
Nvidia discrete graphic cards.  None of these works; there is simply no smooth
scrolling.
