pageNumbering.odt: document setup as described in repro steps- now export as
DOCX.

I cannot reproduce in master or in 6.4.7.

Also, the -1 is IMMEDIATELY changed to a zero. If you look at the paragraph
properties again, you will see that your -1 has already turned into a zero. So
it has nothing to do with saving as DOCX.
