The recently added tooltip for "User-defined" feature in the borders tab in
many dialogs says: "Click edge or corner to cycle through three states: set,
unchanged, remove." This was added in:

However, this tab is not just used for table borders, as the borders tab is in
many welded dialogs. From my incomprehensive testing, only Writer's table
properties dialog and Calc's cell format dialog support this three-state
setting, while Writer's page style dialog and frame properties dialog also each
have a borders tab, but the "User-defined" feature there only support two
states: set and remove. I suspect three-state is actually the exception rather
than norm.
All these dialogs' borders tab apparently use the same tooltip. Therefore the
current one can cause confusion when seen in dialogs not supporting three-state
user-defined border setting.
I guess tooltips count as documentation, therefore this component.
