I could reproduce the no-change if between steps 8 and 9 saved as DOCX and
reloaded it. 
Then it is bad -> NEW, but maybe this is just a side effect of the vastly
different header/footer models in Writer and Word.

However, if you do not uncheck Dynamic spacing in step 6 then it's good even
after saving and reloading.
