Looking at it again: When the textboxes are selected, around their border the
mouse pointer changes to a 4-direction drag handle. Clicking then makes it
possible to drag the textboxes.

This is the same experience as with my Word 2013. 

Clicking inside the textboxes puts the edit cursor inside their text, which
makes sense.
