I can regularly repoduce this bug in safe mode.
(now using 7.0.3.1 - I originally reported this in 6.4.3.2)

Here are the steps:

- open in safe mode
- File / New / Text document
- Enter the text "This is a test document."
- Copy and paste until the document is more than one page long.
- Format / Page style / Transparency
- Change Transparency to 100% and select Ok.
- View / Web
>>   Document shows on screen as in 'Corrupt display of file - 1'
- Mousewheel down and up
>>   Document shows on screen as in 'Corrupt display of file - 2'
If you resize the window, the document is redrawn and displayed correctly. But
as soon as you move down the document using the mousewheel or scroll bars, it
is corrupted again.
