Steps to reproduce:
1. Open Draw
2. Set unit measurements to Inches. Tools - Options - LibreOffice Draw -
General - Unit of measurement
3. Open attachment 168196 from bug 138945
4. Check unit of measurements again

-> It's set to Millimeter
