On pc Debian x86-64 with master sources updated today or with LO Debian package
7.0.4, I could reproduce this.

Minimal step by step to reproduce this:
- Launch Calc
- Tools - Options - LO Calc - Formula
- Click Custom
- Click Ok button
- Tools - Options - LO Calc - Formula (to make the window appear again)
=> "Custom" radio button isn't enabled.
