I don't know if this is the wrong place to put this, but it really seems like
the whole discussion is missing the point. It really doesn't matter what the
default anchor behavior is. 

There is a really simple solution which I am pretty sure was proposed in the
first comment: Just add an option (somewhere) that lets the user set what they
want as the default. 

As far as I can tell, you have to do a bunch of editing of stylesheets and
whatnot, so I have to ask why we can't just add this as an additional setting? 

Users who are used to Word are going to want the default to be "As Character"
so it would definitely be nice if they could change the default without too
much trouble.

Sounds less of a bug and more of a feature request!
