Description:
Install LibreOffice in a folder with a Japanese folder name, the options dialog
will be displayed in English.

Steps to Reproduce:
1. Launch the installer.
2. Select custom installation.
3. Specify the folder with the Japanese folder name as the installation
destination.
   ex) C:\プログラムフォルダ\LibreOffice
4. Proceed with the installation and finish.
5. Start LibreOffice, and Open the options dialog. the options dialog UI is
displayed in English.

Actual Results:
The options dialog is displayed in English.

Expected Results:
The options dialog is displayed in Japanese.
