Confrirmed regarding the handling of kate.

Can't confirm this. I can open with the 'nonsense' locale, but not safe it:
Error saving the document The_document:
Object not accessible.
The object cannot be accessed
due to insufficient user rights.

(I doubt this as I'm the owner of the directory. must be a kind of secondary
issue)
