I have a fairly vanilla macOS install on a 12" Macbook. I use the system
'light' theme. In System Preferences->Accessibility->Display I have 'increase
contrast' and 'reduce motion' checked off. Switching 'increase contrast' on and
off changes the menu highlighting from blue to black.

I'm not sure what other settings I might need to check here. Can you post an
image of your menus when you have 'increase contrast' turned on? I've posted
images of the menus when mine is switched on and off. I have a MBP at work I
can check this on tonight, I suppose it's possible that it's an issue with the
graphics implementation in the Macbook 12.

If you have suggestions for what other system or display settings I might
check, please share.
