I confirm it with

Version: 6.4.1.1 (x64)
Build-ID: 56f3c78975db08733f771c53643b5d1aa7c57567
CPU-Threads: 4; BS: Windows 10.0 Build 18363; UI-Render: Standard; VCL: win; 
Gebietsschema: de-DE (de_DE); UI-Sprache: de-DE
Calc: threaded

Steps to reproduce
1. Open attachment from comment 2
2. Goto table 1
3. Change some properties (I added borders, changed row height and set vertical
alignment to centered.
4. Save and reopen

Result: All changes are lost. It doesn't depends on sections.
