Are you sure you are on 6.3.1? I installed that and still not have the problem,
and the "Protect" menu item is not in the same place. What happens if you click
Manage, does the changes show then?

6.3.1 would anyways be an old version, please update to 6.3.4 or 6.4.0 check
there. And please post the full information in LibreOffice->About menu so we
get the full details
