the bug is still present in the latest version of libreoffice.
I cannot give you any data.
I know only that if I drag and drop the 
/opt/libreoffice6.4/share/xdg/startcenter.desktop onto the desktop, it becomes
a
root only desktop link.
I have to change the desktop folder into root, and then change properties to
rwx.
ironically after that change, I can now drag a rwx link from the Office menu
and it will remain rwx.
I am still using ubuntu 18.04
