Summary of OP

Clearly  => WF

Using the sister Document Liberation Project (DLP) [1] provided libwps library
LibreOffice provides import only filter of these legacy formats.

Once held as LibreOffice ODF Spreadsheet, you can work with and save the data
to a relevant file format. But, there is no mechanism to filter export (or
generate) Lotus 1 2 3, or MS Works formatted documents.
