Description:
"Copy" and "paste special - number" is not working correctly between two xlsx
formatted spreadsheets - it requires multiple copy commands to work. This also
happens when copying from webpages which I view in Firefox and using "paste
special - unformatted text". It is very inconvenient to have to issue the copy
command several times until it finally works. Sometimes it even turns the cell
being copied's contents into an image!

Steps to Reproduce:
1.click on a cell with numbers in the source spreadsheet and do "copy"
2.go to the target spreadsheet - click on a cell and do "paste special -
number"
3.it does not work until you return to the source spreadsheet and do copy once
or twice more and then repeat step 2

Actual Results:
the "paste special - number" and "paste special - unformatted text" commands
did not work

Expected Results:
both the "paste special - number" and "paste special - unformatted text"
commands  should have worked after copying the contents of a cell in the source
spreadsheet or a number from a webpage.

Additional Info:
This may have began when I went to Ubuntu 19.10 I am not sure if in happened
under 19.04 or not. It has happened under both LO 6.3.3.4 and LO 6.4.0.3. I use
Ubuntu with Gnome exactly as it ships. I upgraded to LO 6.4.0.3 hoping it would
solve this problem but it did not.
