The <embedvar> is just a technique for inserting text.  If it were not used
then the exact same text (with "Ctrl") would be written directly into different
help pages.

Is the idea that you need to be translate "Ctrl" differently in different texts
(rather than "once" and then reused) as this "embedvar" technique offers?

(still trying to understand the problem.)
