Description:
The separating line above the footnotes periodically disappears.

Steps to Reproduce:
1.Add footnote - The separating line appears
2.Add footnote - The separating line disappears
3.Add footnote - The separating line appears
and so on

Actual Results:
The separating line periodically disappears.

Expected Results:
The separating line has to be always visible.


Reproducible: Always
