The Graphics driver installed for your HD Graphics 4600 on your Xeon E3 series
CPU is a bit out of date. Current build from Intel is the .5063 from March 2019
[1].

Please update driver and retest rendering. Both with and without OpenGL
rendering, and with and without Hardware Acceleration checked active.
