I can confirm the problem with Version: 6.5.0.0.alpha0+ (x64)
Build ID: 790b5de8941d8f8d98c73ed1343289d7220211ad
CPU threads: 8; OS: Windows 10.0 Build 18362; UI render: default; VCL: win; 
Locale: de-DE (en_US); UI-Language: en-US
Calc: threaded

It is very annoying. Default anchoring "to character" might be good for images,
but produces a lot of additional work in using Math objects. It should be "as
character" as in LO 6.3.
