Description:
when i copy paste rows, conditional rules split even tho both lines have the
same rules applied to them



Steps to Reproduce:
1. check conditional formating: 5 rules
2. select row 8. ctrl + c
3. select row 9. ctrl + v overwrite? yes
4. check conditional formating: 6 rules

Actual Results:
6 rules

Expected Results:
5 rules


Reproducible: Always


User Profile Reset: No
