Description:
I have a figure in my document which is tied to a particular page.  When I am
in LibreOffice the figure appears in the correct place.  When I export the
document to PDF the figure moves to the first page and is superimposed on the
title page.

Steps to Reproduce:
1.Create a large document
2.Create a text figure in a frame on a specific page
3.Export the document to PDF

Actual Results:
The figure is superimposed on the first page

Expected Results:
The figure stays on its assigned page


Reproducible: Always
