Description:
I received 2 .xlsx files via email (I'm using Thunderbird) that show weekdays
in column A and dates in column B, where the dates appear 1 line shifted down.
In other words, the dates are wrong (by 1 line) relative to the whole rest of
the spreadsheet. 

I don't know which software was used to create these files, but when I open the
same .xlsx-file from the email-attachment on my smartphone (Samsung Galaxy Note
8 with Android 9) with the mobile MS Excel, weekdays match the dates. 

I also received PDFs showing the same spreadsheets from the sender of the
email, which I assume were generated from the same .xlsx-files. There, dates
and weekdays match properly. 

Steps to Reproduce:
1. Open any of the 2 .xlsx files using LibreOffice 6.3.3.2 (x64)

Actual Results:
All weekdays in column A appear 1 line shifted up. They don't match the dates
shown in column B - look up a calendar to verify. 13 Jan 2020 is a Monday, not
a Tuesday as shown, etc.. 

Expected Results:
Weekdays shown in column A match the dates shown in column B.

User Profile Reset: Yes



Additional Info:
When I first noticed this, I was using an earlier version of LibreOffice. I
think it was 6.3.0, but I'm not sure. I then downloaded the 6.3.3 (today, 13
Jan 2020), but it didn't change. 

OpenGL was not enabled (see screenshot).

When I restarted LibreOffice in safe mode, the bug reproduced, but I was
presented error messages Error when loading BASIC in document, see Screenshot
Safe Mode Error Message 1.png and Screenshot Safe Mode Error Message 2.png.
