Bullet Lists not retaining 0 setting_20200114 - LO Writer 6.3.3.2 - Kubuntu

I have a DOCX file where it contains a bullet list. The list starts from 0 and
has 4 elements (0 to 3). LO Writer is not retaining the list starting from 0
after the file closed and reopened. I checked the file in Office 2010 Word and
the bullet list was set correctly. But when I reopen the file in Writer again
it has returned to a starting value of 1 and not 0 as set. Please see the
attached file for an example.
