"sufficiently near" is determined by the angle in Tools > Options > Draw > Grid
> Constrain Objects > Point reduction. But I don't know the exact way.

For straight line segments this option conflicts with the insert point, because
the inserted point will be deleted immediately, if near enough to the line. And
because the instruction for insert contains "move a little bit" that likely
happens.

The proposed description is better than the current one. That section in the
help should be improved together with bug 130024.
