The items in question are in the menu "Slides" in Impress and "Page" in Draw.

I can confirm, that the items are active. The other way round, "New Page" and
"Delete Page" are deactivated in Master view. Similar "New Master" and "Delete
Master" should be deactivated in Normal view.
