The Navigation dialog is more stable now. We do lose ability to tear away the
Navigation toolbox, so have to reopen it each time to change the Navigator's
mode--alternatively use the list box on the Findbar.
Loosing back/previous, forward/next controls of the floating toolbox is
probably a non issue as they are functionally duplicated on the Navigator, on
the Findbar, and in the Navigation toolbar.
I'd be happy with this solution for 7.0, but it still leaves breakage at
6.4.0.2--consensus for a back port?

The Help would need to change. But it needs correction now anyway as the Repeat
Search passage is in the wrong place, it is not a feature of the Navigation
toolbar, but of the Navigation toolbox.
