I cannot reproduce this using File->Open
clicking on testü.odt
clicking on open button

Debian version 10.2 (buster)

Version: 6.4.0.2
Build ID: 08d19fecdc7a2298d051e19cfdb7c35544855fc3
CPU threads: 4; OS: Linux 4.19; UI render: default; VCL: x11; 
Locale: en-US (en_US.UTF-8); UI-Language: en-US
Calc: threaded


Nor can I reproduce this on the stock debian buster
LibreOffice: 

Version: 6.1.5.2
Build ID: 1:6.1.5-3+deb10u5
CPU threads: 4; OS: Linux 4.19; UI render: default; VCL: x11; 
Locale: en-US (en_US.UTF-8); Calc: group threaded


FWIW, I am running xfce4, although there are a lot of gnome and
KDE components installed.

(I do see the umlaut in the initial bug report, but the name
of the file attached to the report has a capital A, with a 
bar over it followed by 1/4 (1/4 as a single glyph).)
