I did an enhancement patch a couple years ago for bug 89566. It was ready for
use but went abandoned due to lack of interest at the time.

It replaces the then floating, now popdown, navigation toolbox with the
navigate by control used in the findbar.

I have submitted an updated version that only includes the navigation toolbox
replacement and some code improvements:
