Easy to reproduce, please verify in latest version of Calc
Ubuntu doesn't have a newer version, I don't install any other package.

1. Create an XLS file
2. Set date as "27 Jan 2020" change the format to D MMM YYYY
3. Fill down 3 cells
4. Delete A2, A3
5. Save the file as XLS or XLSX
6. Open the file, and enter "27 Jan 2020" in A2.
7. Observe the date format was lost, it shows 27/1/2020

This bug seems to be a regression, it worked well for years.

Works fine in ODS
