Please try to install from admin command line with verbose logging enabled and
attach the log file, e.g.:

msiexec /i LibreOffice_6.3.4_Win_x64.msi /L*V %tmp%\install.log

I have set the bug's status to 'NEEDINFO'. 
Please change it back to 'UNCONFIRMED' once the requested info is provided.
