1. Open attachment 58587
2. Edit Frame 3, change Anchor "To Page"  (instead of "To Character")
3. Save as .doc / reload

Actual (and expected) result:  the line numbering still appears (i.e., Frame 3
is no longer lost).

The problem in the present case is that Frame 3 (the line numbering) was
anchored to Frame 2.  As noted in comment 10 here, this is all right for .docx.

This bug may be a variation on bug #67318 -- where the issue there was problems
for .doc to handle shapes/frames that are anchored to a frame.  The problem
here seems to be a problem with anchoring a frame to a character in a frame.

Tested with: LO 6.3.4.2
