"Contextual groups" focuses on a different target group, see also
https://wiki.documentfoundation.org/Design/Guidelines/ToolBar. But I don't see
a downside from adding the labels except vertical size and in case of l10n
horizontal scaling for short sections. Limited benefit OTOH as the individual
commands are not labelled. In other words: Who needs the section with
copy/paste etc. to be labelled Clipboard?
