There is some public information about this on the patch introducing it:

In particular, information that:

I do not know, however, which email is that, and as such, where was the
background decision made for having this change, this way, calling it "personal
edition", or having that description for it.

I do believe that is background information needed in order to be able to
discuss this bug report properly.
