Empty page added after drag

Steps to Reproduce:
1. Open the attached file 3.5.7.2 . Drag to the 3/4 page -> Empty page added
2. open the attached file 4.4.7.2 compare opening

I have the feeling i'm repeating myself here.. 

Actual Results:
Empty page

Expected Results:
Probably not
