Description:
When I enter ALT+E, the Edit menu opens, when I enter ALT+V, the View menu
opens, when I enter ALT+O, the Format menu opens, but when I enter ALT+I,
nothing happens.

Steps to Reproduce:
1. Open any spreadsheet
2. Enter ALT+I
3.

Actual Results:
Nothing happens. 

Expected Results:
The Insert menu opens and allows me to continue entering keyboard shortcuts.
