The expander has to resize the dialog, and the resize will resize to the
optimum size of the new layout. With expanders it's probably next to impossible
to "keep" a manual size in the sense of how to distinguish that wanted size
from an unwanted large pre-shrink size when shrinking such a dialog.

Those expanders are really only there in the first place because everything
doesn't fit. Print dialogs are hard to get right, especially when considering
spreadsheet requirements, and there seems to be a long series of problems with
the print dialog since it was redesigned to basically put next to everything in
one pane.
