It's a consequence of bug 127782. The same topic with hidden features is
discussed also in bug 134640. I see only two options: a) distribute the
settings over different tabs, b) expand all by default and (always) scroll
down, and c) keep the less important sections close (as it is). Okay, we could
also introduce two UIs, one for small screens with only a very limited number
of settings and collapsed sections and another for larger screens. Or just
expand the "more" sections if the screen is large enough (would be easy to do). 

I suggest to make this ticket a duplicate of bug 134640.
