There are two separate but similar concepts. Both, roughly, fall under the idea
of "master" slides, but they are different. The idea is that there are both
"themes" and "layouts".

"Themes" have a set of layouts associated with them. In Impress, one can choose
a master to apply to a slide via Properties : Slide : Slide Master. The
"Layout" can be selected via the Properties : Layouts.

(One problem (not the focus of this bug) is that while there is a way to edit a
Slide Master, there is no UI (that I can find) for editing slide "Layouts")

In PPT, one can choose both the "Theme" and the "Layout" to apply to a slide.
And the master for both the theme and the layout can be edited.

The focus of this bug is that if, in Impress, I have a presentation that has
slides that use one Master and two "Layouts" and I go to save that as a PPTX
file, that file has two Masters (or two Themes). There is a mismatch between
theme and layout that leads to an explosion of masters when one goes tries to
save / load PPTX files.
