Description:
Distribution content over pages completely different (since compared to older
versions) since 6.4

Steps to Reproduce:
1. Open the attached file 
2. Scroll to page 8
3. On top of the page should be 2 allow bullets (at least that the case in
6.0-6.2). Not a whole list

Actual Results:
10-15 arrow bullets the start of page 8

Expected Results:
2 arrow bullets


Reproducible: Always


User Profile Reset: No
