Description:
Dragging numbering moves different area, if the cursor is placed on a different
spot

Steps to Reproduce:
1. Open the attached file
2. Place the cursor somewhere in the paragraph with "This Section '
3. Hoover above the Heading number and drag  when <-> appears.. text at 3 line
is moving

Actual Results:
Text at 3 line moving

Expected Results:
Heading moving


Reproducible: Always
