Steps to reproduce the reported bad behavior:

Create a spraedsheet.
Merge the cell range A11:A20. 
Enter =A16 into A1.
Select the complete 16th row.
Enter HERE! (e.g.) via the keyboard and hit the Enter key.
Look at A1.
