Description:
UI: Make it possible to set the column with in % even with relative disabled

Steps to Reproduce:
1. Open the attached file
2. Table -> Properties -> Column tab
4. Enter 20% in column 1 

Actual Results:
20 cm enter reduced to something fitting (16,96)

Expected Results:
20% of 17 cm width or don't allow %. I prefer the first


Reproducible: Always
