Empty page after changing anchoring from As character to "to character"

Steps to Reproduce:
1. Open the attached file
2. Select the image frame on pag 1
3. Right Click -> Change anchor from 'as character' to 'to character'

Actual Results:
Empty page 2

Expected Results:
No empty page


Reproducible: Always
