Image disappearing after changing anchor from to page to to paragraph

Steps to Reproduce:
1. Open attachment 163551
2. Delete the index
3. Change anchor of the last page image to "to paragraph"

Actual Results:
Image gone

Expected Results:
Visible


Reproducible: Always
